Hello, I was just wondering, if I have khadgar on the field and I play arcane spikes. If I exhausted 3 resources for 'X' would it do 5 damage or 1? Thanks in advance.

Khadgar: pay 2 less to a min of 1 to play abilities

Arcane spikes: x cost do x dmg to target ally.

No, I don't think Khadgar can lower the cost of "X" abilities. They are treated as 0 cost cards until you play them for a chosen value.
