Q: the Ongoing ability on Whiteout says:
Opposing heroes and allies can't attack unless their controller pays 1 for each attacker.

Is this as overpowered as it behaves if applied to future attackers, or does it maybe apply only to attackers that were on the stack when it was played?

For example, if Whiteout is played and its Ongoing effect applies to 2 allies and Emberlimb, and in the next round I play Ozumat, do I have to pay 1 to play an otherwise ready Ozumat? He wasn't on the stack when Whiteout was played.

It applies to all current and future cards.
