TO re-use this card, do I need to complete brand new quests to have them face down (or any card that does this) to place a new cannon counter? Meaning I can't use a quest I had face down from a previous turn, it has to be my current turn, correct?

Yes, the card triggers whenever a quest you control turns face down, either by completing it or by other cards. It can also trigger in other's turn as well.
